Enacted in 1868, Luxembourg’s 5,601-word constitution, in contrast to Canada’s, which was enacted in 1867 and contains a far greater number (19,565) of words, ______blank as the 9th shortest in the world. Such data are studied by constitutional scholars like Giovanni Sartori, who can use them to draw broader conclusions.
